Function            tohour - converts 24-hour format to 12-hour

  Syntax              #include <timehk.h>
                      (int) tohour(hr)

  Prototype in        timehk.h

  Remarks             converts hr from 24-hour time to 12-hour time.

  Return value        returns the hour of the day, as would appear on a
                      12-hour clock (1-12).
